Internet in Montenegro without roaming: a guide

Internet in Montenegro: roaming, a Montenegrin SIM or an eSIM?

Montenegro is not a member of the European Union, so a Polish SIM loses "roam like at home" right after the Croatian border, often while you are still on the way to the Bay of Kotor. Polish operators charge for it as a country outside the EU. Kotor, Budva, Durmitor and Lake Skadar are explored by car, with navigation on all day.

What to know about Montenegro in particular

  • The border with Croatia. Turn data roaming off on your Polish SIM before the Debeli Brijeg crossing; otherwise your first megabytes in Montenegro will go at the non-EU rate.
  • A tour of the Balkans. For Croatia, Montenegro, Bosnia and Albania on one trip choose the regional "Balkans" package; in Croatia your Polish SIM works as it does at home.
  • Coverage is good on the coast and in the towns; in the Tara canyon and on Durmitor it drops out. Download the trail maps offline.
  • Parking and tickets for the national parks are more and more often paid in an app.

  3. 3.
Install the eSIM at home over Wi-Fi: instructions for your phone.

Once you have crossed the border, switch data to the eSIM and turn on data roaming on it.

Questions about the internet in Montenegro

Does EU roaming work in Montenegro?

No. Montenegro is outside the Union and your Polish operator charges for it separately.

Does the package work in Durmitor?

In Žabljak and by the lake, yes; on the trails, with gaps.

Do I have to register with my passport?

Not with an eSIM bought in Poland. Registration applies to SIM cards bought locally.
